General:
The Clinical Nurse Manager for the Nursing Administration is a leadership position responsible for overseeing the overall nursing care provided to patients admitted to the hospital. This role involves managing daily operations, supervising nursing staff, ensuring quality patient care, and promoting a collaborative work environment.
The Nurse Manager -Nursing Administration is a key member of the unit’s management structure and clinical staff and shall provide sound clinical leadership to the staff team. The Nurse Manager-NA ensures that the unit functions as an integral part of the Directorate’s services and to actively participate in the establishment and maintenance of effective communication with all relevant personnel both internally within the RCMC and externally with other agencies. Is required to participate in unit wide responsibilities as required. The post holder is accountable for their assigned units / department and will: Ensure, promote and monitor safe and effective practice, enhance the patient/client experience, provide effective leadership and management and contribute to the delivery of the organization’s objectives
1. Follow RCMC policy and procedure.
2. Attends annual review and performs departmental in-services.
3. Prepare reports as required.
4. Follow dress code.
5. Adhere to the chain of command.
6. Perform other duties related to the work as assigned by the Manager /supervisor as needed.
7. Works at maintaining a good rapport and a cooperative working relationship with physicians and staff.
8. Maintains regulatory requirements, including all national and JCI regulations.
9. Wears identification while on duty.
10. Ensures compliance with policies and procedures regarding department operations, fire, safety and infection control.
11. Communicates the mission, ethics and goals of the hospital.
12. Excellent attendance record.
13. Represents the organization in a positive and professional manner in the community.
14. Maintains organizational confidentiality at all times.
15. Complies with all organizational policies regarding ethical business practices.
16. Resolves personnel concerns at the departmental level, utilizing the grievance process as required.
17. Completes annual education requirement .
18. It is the duty of every employee to report any negative or abnormal or unexpected event/incident as soon as possible after its occurrence by filling the appropriate Occurrence Variance Report (eOVR).
2.1.1 Ensure safe and effective practice, Professional, ethical and legal
I. Adhere to RCMC guidelines for practice requirements and standards, for example, safe handling, administration, storage and custody of medicinal products.
II. Adhere to RCMC guidelines, policies and procedures.
III. Ensure that organizational goals are reflected in own and the nursing teams’ objectives and in unit/department plans.
IV. Contribute to the development of the RCMC’s nursing policies and strategies, where appropriate.
V. Maintain own professional and personal development in accordance with the Saudi Health Commission, standards and professional guidelines.
VI. Establish and maintain relationships based on mutual respect communicating on a regular basis with the patient/client, relatives and carers in the provision of care and services.
VII. Ensure appropriate systems are developed and operational to facilitate dissemination of information within the unit/department team.
VIII. Adhere to the Data Protection Policy
IX. Maintain effective records management ensuring all documentation written or electronic is managed as per RCMC’s guidelines.
X. Adhere to the Code of Conduct, as per Human Resource policies and procedures
XI. Ensure risk management arrangements are in place within the unit/department.

2.1.2 Evidence-based practice
I. Promote a culture of research and evidence-based practice within the unit/department to enhance person-centered care.
II. Ensure evidence-based care is provided to agreed standards within the unit/department.
III. Act as a change agent, developing clinically effective practice through the effective utilization and integration of evidence.
IV. Participate in developing, implementing and monitoring policies, procedures and protocols.
V. Create an environment which supports a culture of life-long learning and reflective practice for all staff.
VI. Ensure systems and processes are in place to support effective mentoring of relevant staff.
2.1.3 Environment
I. Maintain a safe and clean environment for staff, patients/clients and visitors by ensuring compliance with legislation, policies and protocols including health and safety, healthcare associated infection, risk management and critical incident reporting.
II. Ensure staff awareness of environmental issues and take appropriate action as per RCMC policy.
III. Participate in the analysis, assessment and management of actual and potential risks to health and well-being.
IV. Ensure safe and effective use of equipment as per RCMC policy.
V. Ensure near misses, incidents, accidents and faulty devices are recorded, reported, investigated and learning disseminated as per RCMC policy.
2.1.4 Multi-professional working
I. Establish systems and processes to ensure effective communication and continuity of patient/client care, liaising with multi-disciplinary/multi-agency teams and community services. Ensures regular staff meetings involving other personnel when necessary. The Nurse Manager shall create an environment, which is conducive to appropriate, open, honest and frank discussion.
II. Attend meetings and forums, representing the unit at various levels both within RCMC and external agencies.
III. Ensures the development of the unit team encouraging staff to contribute their views and ideas as appropriate
IV. Ensure that all clinical and other information is gathered, stored and passed on to relevant departments/personnel, and information is accessible only to authorized personnel and is stored in accordance with RCMC policy
V. Ensure that the unit atmosphere is conducive to the reception, treatment and care of the patient taking action when this is not the case.
VI. Encouraging clients and their carers to comment on the quality of services they receive.
VII. Participating in establishment and maintenance of good working relationships with all other units and departments on-site and elsewhere within RCMC
2.1.5 Enhance the patient/client experience- Person-centered care
I. Develop and maintain a culture of person-centered care within the department.
II. Promote a caring environment where equality and diversity issues are respected and patients/clients and their careers are enabled to be partners in their care.
III. Develop strategies for communication between staff, patients/clients, relatives and their careers, showing awareness of barriers to understanding.
IV. Facilitate communication between all members of the multi-disciplinary/multiagency team, and across care settings.
2.1.6 Coordination of the patient/client journey
I. Ensure the safety and quality of the patient’s/client’s journey by effective planning and co-ordination of the episode of care, including the smooth transition to other settings.
II. Coordinate patient admissions, transfers, and discharges within the medical-surgical unit, ensuring efficient patient flow and continuity of care.
VIII. Collaborate with physicians, nurse practitioners, case managers, and other healthcare providers to develop and implement individualized care plans based on patients' medical needs and treatment goals.
IX. Address patient and family concerns, facilitate communication, and advocate for patients' rights and preferences throughout the care continuum.
X. Ensure effective admission/discharge planning with relevant multi-disciplinary and multi-agency teams as required.
2.1.7 Patient/client involvement
I. Identify opportunities for meaningful involvement of patients/clients and carers’ in relation to the development of care and services.
II. Ensure effective systems are in place to gain patient/client and carers’ feedback on their experience of care.
III. Ensure compliments and complaints are managed in line with RCMC policy including the dissemination of shared learning.
2.1.8 Provide effective leadership and management on the unit- Role model
I. Act as a visible leader within the unit/department.
II. Provide leadership that enables professional decision making and effective team working.
III. Empower and enable staff to contribute to the delivery of high quality person-centred care.
2.1.9 Develop team performance
I. Promote, develop and facilitate a learning culture within the unit/department.
II. Promote equality of opportunity for all.
III. Lead and participate in annual staff appraisal/development review, ensuring effective implementation of the Knowledge and Skills competencies
IV. Lead and participate in learning needs analysis and facilitate annual personal development plans for the nursing team.
V. Lead and participate in orientation and induction programmes for staff within the unit/department.
VI. Lead, support and develop nursing health care support workers within the unit/department.
VII. Promote a person-centred culture to facilitate good staff relationships and morale among staff.
VIII. Contribute to the education commissioning process for nursing staff.
IX. Manage poor performance and practice of staff in line with RCMC policies.
X. Work in partnership with Higher Education Institute staff.
Education:
• Bachelor of Science in Nursing
• Preferred Master’s in Nursing
Experience:
• For Non-Saudi Minimum of 9 Yrs. Experience
• For Saudi Minimum of 7 yrs. Experience
Licenses / Certification:
• Holds a current valid professional license to practice.
• Saudi Council Registration
• BLS.
• Post graduate certificate in area of specialty (preferred)
Skills
Must possess required knowledge and be able to explain and demonstrate, with or without reasonable accommodations that the essential functions of the job can be performed
1. Fluent in English, Arabic speaking is preferred.
2. Physically Fit.

The Royal Commission for Jubail and Yanbu was established as per a Royal Decree issued by HM King Khalid - May Allah have mercy upon him - in 21 September 1975 (16 Ramadan 1395H). The Royal Decree read “A Royal Commission shall be formed to execute the necessary infrastructure plan for the preparation of Jubail and Yanbu Cities as industrial areas. The Commission shall have an independent legal personality”. An independent budget was dedicated for the Royal Commission.
